According to the study made by the NUSP, since 2001, the national average tuition rate per unit increased by 94.72 percent. Rep. Antonio Tinio of the Alliance of Concerned Teachers Party-List said the Aquino administration’s move to implement universal kindergarten education was a welcome move as it would help reduce the huge number of dropouts in the early elementary grades. But he also expressed reservations the policy of the Department of Education to hire kindergarten teachers as contractuals.
