I need your help, I´m an OFW here in Spain and my family in Brgy Lobong, San Jacinto, Pangasinan is being oppressed by a neighbor regarding a PUBLIC RIGHT OF WAY LAW. The neighbor owns agricultural land which is also partially being used as a normal pedestrian lane, tricycles and transport access. The small passageway has been deliberately obstructed by the owner/neighbor (Carinio family). About 20 families living in this area is badly affected especially for the children going to school, the old folks, and most importantly in case of fire or health emergencies there would be no direct access for the 20 families. The barangay captain said he will not act since the area of concern did not vote for him; the 1st kagawad is doing everything to be entertained by the mayor of San Jacinto but to no avail. In my personal opinion, EPIRA was a well organized crime and should be repealed. Many experts call for its repeal, but to what end. Are genuine solutions waiting to be implemented? I have reason to doubt.
I recently read a paper written by one of these same experts, critical of the dismal state of advanced scientific research in the Republic. I am in the RD&D business and was excited to find that I might be able to make a contribution to “Science and Technology for the People”.
Within minutes, I sent an Email to the author, asking for an appointment to express our willingness to Transfer significant Technology to any University or Institute he recommended.
Weeks have gone by without a response. It seemed to me that, as a man of science, an advocate of research and a renowned expert in many fields, this person was not very inquisitive. Had I misread the article?
On my second reading of the paper, I found the problem. The paper describing feeble research capability today was written six years ago.
Now we know. Like most “experts”, this one was more talk than action.
While EPIRA is a failure, will its repeal actually change anything? Maybe the experts can guide us.
