Ten years ago Dinky Soliman, the Social Welfare Secretary under the Arroyo and now the Aquino administration, and her organization CODE-NGO profited a whopping P1.48 billion from the issuance of Peace Bonds by the Arroyo government. Now Soliman would be in-charge of distributing the funds for the Conditional Cash Transfer program, which includes a $400 million loan from the Asian Development Bank. That is a lot of money.
