Aquino did not address in his 1st SONA. What we need are investments that would create jobs requiring massive manpower supply. National industrialization can help but industrial plants utilize highly automated production/assembly systems that require minimal manpower, hiring a few hundreds of workers and pouring millions of profits to investors.
