MANILA — Eighty-six foreign delegates from 11 countries will observe the conduct of automated elections in the country’s nine regions.
Composed of academicians, lawyers, law students, journalists, social workers, union organizers, church workers, the foreign delegates will document specific cases of fraud and violence to some of the country’s hot spot areas.
