In late January, the capitol grounds in Sultan Kudarat province, in Mindanao, were still adorned with giant Christmas trees and lanterns. In the background is the provincial capitol, said to be the most beautiful — if a bit ostentatious — in Mindanao, perhaps the entire country. Although not as poor as the adjacent Maguindanao, Sultan Kudarat remains a predominantly impoverished province.
