This thing happen long time ago. Not only in middle east.It also happen in Japan.Some ofw going to Japan got their passport with out going to Department of foreign affair.The Philippine government don't do anything about this. As long as there is a dollar coming. Who do you think the biggest that change the dollar? It's your corrupt politician, because they can't deposit peso in foreign bank. Just observe when your corrupt president goes to foreign country the dollars goes up.
