Alam nang marami na bahagi na ang isang bagay ng popular at lehitimong kaalaman kung ito ay may entry sa Wikipedia, ang interaktibong encyclopedia sa internet. Dahil nga sa flexibilidad at interaktibidad ng entries sa Wikipedia, ang kalakaran sa akademya ay hindi ito pwedeng gamitin bilang source sa mga pag-aaral at pananaliksik. Guide lang kumbaga, dahil may links pa nga ito sa iba’t iba pang maaring tunguhin sa paksa.

Ang charter change ay instrumento ng politikal na kalakaran sa bansa. Parati itong ginagamit, bilang huling baraha para manatili sa kapangyarihan ang wala na dapat kapangyarihan. Ginawa ito sa postwar constitution, at isiningit ang lahat ng di pantay at makatarungang probisyon ng US para manatili ang bansa sa kanyang politikal, ekonomiya at kultural na supremadad.

Kung bansang malaya na ang Pilipinas, gaya ng ipinapahayag ng pagkakaroon ng sariling konstitusyon, bakit pinakialaman ng US ang saligang batas ng Pilipinas? Wala nang lehitimong kapangyarihan, ang US ay nakatipid pa sa di pagtustos sa rekonstruksyon ng bansa matapos ng World War II. Ang ikalawang pagkakataong pinakialaman ang konstitusyon ay sa pagtataguyod ng diktaduryang Marcos.

May Constitutional Commission na binuo noon, at kasama sa probisyon na itinalaga ay ang pagbabawal ng pagtakbo ng presidente lampas sa ikalawang termino. Hindi sang-ayon si Marcos, at hayok pa ito sa higit pang kapangyarihan. Sinuhulan niya ang mga kasapi ng komisyon, pinangakuan na ikakansela ang eleksyon sa susunod na taon, 1972, at ang sasang-ayon sa konstitusyong ito ay otomatikong magiging bahagi ng Interim National Assembly.

Ang kapalit, extra-ordinaryong kapangyarihan para sa presidente. Kahit pa masasabing si Fidel Ramos ang mentor ni Gloria Arroyo, kay Marcos naman kumukuha ng leksyon ang huli. Hindi nga ba’t idineklara niya ang state of national emergency noong Pebrero 2006? O ang pinakafasistang pamahalaang kumitil ng buhay ng 1,000 aktibista sa pinakamasahol na politikal na pagpaslang?

Gunita nga raw ni Vicente Paterno, komisyoner ng Consultative Commission (Concom), sa plenary session nito ng Disyembre 2005, na pareho lamang ang isinasagawa ni Arroyo noong 2006 at si Marcos noong 1972. Heto ang ilang probisyon sa Concom ni Arroyo:

• Immediately upon the charter’s ratification, a unicameral assembly to be called an “interim parliament” would be formed.

• The interim parliament will choose an interim prime minister among themselves. But the interim prime minister would be a mere member of the Cabinet of the “incumbent president” (i.e. Arroyo)

• Incumbent president Arroyo will immediately wear two hats by exercising the powers of both the “head of government” (the prime minister) and the ceremonial president (head of state). The only power of the prime minister denied her is the power to dissolve parliament.

• Incumbent president Arroyo will have exclusive “control and direction” of the Cabinet.

• Incumbent president Arroyo can insert one-third of her Cabinet, plus 30 new members of her choosing, into the interim parliament.

• Only members of her Cabinet can propose bills of national application in the interim parliament, relegating everyone else into filing local bills. ()

Hindi pa ba kuntento si Arroyo sa sampung taong pagkapangulo na nagnanais pa nitong manatili sa kapangyarihan? O mayroon ba itong prinoprotektahang interes lampas sa pagtatapos ng kanyang termino sa 2010, at napakaigting na lamang ng kanyang pagpupursigi para sa pagbabago ng saligang batas?
